Former prime minister of Thailand Thaksin Shinawatra, emerged yesterday from the United Arab Emirates due to Nicaragua. The news caused public uproar in which they consider “shameful” because a fugitive fleeing from punishment becomes their Ambassador for investment. “In return for this favor? Why was it not subjected to ratification by the Assembly for the appointment? Who will then?”

The former prime minister of Thailand, Thaksin Shinawatra, the fugitive from justice from his country and the newly appointed “special ambassador”in Foreign Investment Affairs by Nicaragua government, flew yesterday to the United Arab Emirates for Nicaragua. The news caused the rejection of local public organizations questioning how Thaksin, the fugitive, can be a presenter to attract investors.

According to Thai media, Thaksin is on its way to Nicaragua, although the Ministry of Foreign Affairs of Nicaragua did not acknowledge the arrival of whom the President Daniel Ortega, in January 2009, gave a diplomatic passport, whereas the National Assembly had not approved the appointment.

Thaksin left Thailand in August 2008 as a fugitive in escape of a conviction for various offenses during his tenure and now for allegedly inciting violence against the current Thai government.

What is the Favor in Exchange For

Thaksin before coming to Nicaragua, Roger Arteaga, President of the American Chamber of Commerce of Nicaragua, “AmCham”, believes that the assignment by the Nicaraguan’s President for the fugitive ex-Prime Minister “rather a great favor and we do not know what in exchange it is for”.

It is a normal practice for a country to name foreigners as honorary consuls to promote and attract investment. They must be selected because they are prominent people who are successful with their businesses within their countries. However, this man cannot even enter his country. This means it is not possible to do his mission and he does not help improve the national business. “he explained.

As a person engaged in commerce, Arteaga said that to make business transaction, the first thing is to investigate its interlocutor before any agreement, “but I would not do business with him, a fugitive criminal. I do not know the purpose of selling the country with this disrepute.

The chairman of Amcham recommended the government to be more cautious in selecting people to represent. They first have to assess the risks before using people with bad reputation. “They should select people who do not cause more damage than the benefit. ”, he specified.

Government must explain

Nicaragua_passport_1On the other hand, Larios Irwin, representative of the Federation of Nongovernmental Organizations, FONG, believes the appointment of Thaksin is rare because the country already has a ProNicaragua, the specialized government agency whose purpose is to attract investment to Nicaragua.

With the news of Thaksin’s coming , Larios said that President Ortega and the government should explain to the country how a fugitive criminal was selected to represent us.

“We are creating a very bad image. It is not right, especially, when the government speaks of “zero” tolerance to corruption. My recommendation is that the government inform the public of the current state of this relationship with this Thai fugitive, because we run the risk that we are branded as being accomplices of suspicious activities at the international level, “he said.

Nicaragua lost dignity

Marcos Carmona, Director of the Permanent Commission on Human Rights, (Comisión Permanente de Derechos Humanos, CPDH) said that he is concerned that a fugitive representing the country would make the national credibility at stake. “So instead of promoting investment, this man is driving them off. It is a shame for Nicaraguans, as it seems that this government lost dignity,” Carmona stressed, adding that the appointment comes from a government that has been opened to welcome terrorist groups such as FARC, which seeks public alliances.

Meanwhile, Gonzalo Carrión, Legal Director of the Nicaraguan Center for Human Rights, CENIDH, indicated of “embarrassment” when somebody destining to represent the country is a convicted. “It is a terrible signal for the national interests that, internationally, we are refuge of people of this kind. It makes us think that President Ortega is giving national protection. By all means, this commits us. It is like another country named Arnoldo Aleman to be her business representative. What would be the credibility?”, asked Gonzalo Carrión. (Mr.Arnoldo Aleman, ranked one of the world’s 10 most corrupt leaders ever by Transparency International from Wikipedia: Arnoldo Aleman)

According to cables from the press, Thaksin’s Thai passport was canceled Monday (April 20,2009) after he was accused of inciting his followers to create havoc in Thailand in an attempt to overthrow the government through the messages sent from abroad. Thaksin says he was unjustly accused because of his increasing popularity among the poorer classes. The Thai government has already asked Nicaragua to extradite Thaksin, although there is no extradition agreement between the two nations.

Thaksin is a wealthy telecommunications entrepreneur who was in charge of the government of Thailand between 2001 and 2006. He now faces a prison sentence of two years for abuse of power which results in arrest warrant. In addition, he is accused of having incited the violent protests that eventually compel the government to suspend the Bangkok Asean regional summit on 11 and April 12, 2009.
